The Health, Educational & Housing Facility Board of the County of Knox

The Health, Educational and Housing Facility Board of the County of Knox (County HEB) performs public functions on behalf of Knox County as authorized under state law. The County HEB undertakes the issuance of revenue bonds to finance hospital, education and multi-family housing projects.

The County HEB is governed by an 11-member Board of Directors, elected by the Knox County Commission. The County HEB does not have employees, and administrative and management services for the County HEB are provided by The Development Corporation of Knox County.

Application Review Committee

The Application Review Committee will be responsible for reviewing each tax incentive application to the County HEB prior to the applicant coming to the full Board.

Information and support will be provided to this Committee as necessary by the Knoxville Chamber staff. This Committee shall report directly to the full County HEB Board of Directors.

Performance Evaluation Committee

The Performance Evaluation Committee is responsible for reviewing the progress of each applicant on an interim basis to make sure the company is performing to the standards they set forth in their application.

This committee shall report directly to the full Board of Directors.

The Performance Evaluation Committee will meet immediately preceding regularly-scheduled meetings of the Health, Educational & Housing Facilities Board of the County of Knox if there is a project to be reviewed.
