Knoxville’s Community Development Corporation adds Hill as resident commissioner

Knoxville Mayor Indya Kincannon has appointed Kathy Hill as a resident commissioner to the Knoxville’s Community Development Corporation’s (KCDC) Board of Commissioners. 

“We welcome Kathy to the board,” KCDC Executive Director and CEO Ben Bentley said. “As a lifelong Knoxvillian and participant in the Section 8 program, her insight will be vital as a resident commissioner on the board.” 

Hill, who is disabled and can serve as an advocate for accessible housing, lived in Section 8 housing and qualified for a KCDC program that allows participants to work toward owning a home. A recipient of mortgage assistance from KCDC’s Housing Choice Voucher Homebuyer Program, she was able to purchase a home in North Knoxville. She has four grown children and four grandchildren. Hill’s term runs through July 31, 2024. 

“Resident commissioners benefit our board and our residents because of their firsthand experience,” said Bob Whetsel, chair of KCDC’s Board of Commissioners. “I look forward to working with Kathy and welcome her commitment and service on the board.” 

The other members of the board are Vice Chair Kimberly Henry, director of operations for Jim LaPinska’s team at Northwestern Mutual; treasurer Scott Broyles, president and CEO at National Safe Skies; Felix Harris, vice president of housing and community development for the Knoxville Area Urban League; Robyn McAdoo, senior project manager at Partners Development; and John Winemiller, managing partner of intellectual property law firm Merchant & Gould’s Knoxville office. Bentley serves as board secretary. 

KCDC’s Board of Commissioners oversees all the agency’s programs, including affordable housing administration, redevelopment and rental assistance programs. The seven citizen board members are appointed by the mayor of Knoxville, including the resident commissioner. KCDC’s executive director and CEO serves as board secretary.
